Liberia’s House Speaker, Richard Koon, is facing mounting public scrutiny after his own spokesman released a statement that appears to confirm key elements of an alleged U.S. immigration fraud scheme, rather than dispel it.
The controversy erupted following claims made on the Spoon Talk Show by a woman identified as the Speaker’s sister, Cecelia, who accused him of entering a fraudulent marriage arrangement to obtain U.S. residency.
In a response meant to counter those claims, Speaker Koon’s spokesman, Vehzelee Sumo, stated that Koon traveled to the United States on a World Bank–supported faculty exchange program between the University of Liberia and the University of Michigan, during which he stayed at Cecelia’s residence and paid US$1,200 monthly rent.
However, the spokesman further alleged that Cecelia proposed using her status as a U.S. military personnel to file immigration papers for Koon by posing as his wife, in exchange for US$35,000, control over part of a family estate in Virginia, Liberia, and assistance to petition for his children.
According to the statement, Speaker Koon agreed to the arrangement, paid US$10,000, and placed part of his estate under Cecelia’s supervision. The spokesman also claimed marriage documents were prepared without Koon’s involvement and that his signature was allegedly forged yet he still benefited from the process.
Legal experts note that knowingly benefiting from forged or fraudulent immigration filings constitutes a serious U.S. federal crime, regardless of who physically signed the documents.
The situation escalated after Cecelia publicly demanded an official divorce, accusing the Speaker of abandoning the arrangement after he began appearing publicly with Macdella Cooper, an adviser to President Joseph Boakai, whom he has reportedly presented as his spouse.
Notably, Speaker Koon has not personally denied the allegations, nor has he provided documentary evidence to refute them. No official investigation has yet been announced.
While these claims remain allegations, Whistleblower Liberia observes that the Speaker’s own explanation raises more legal and ethical questions than it answers, placing the integrity of Liberia’s Legislature under a growing cloud.
