The Press Union of Liberia (PUL) has issued a strong statement raising concerns about what it describes as a “gradual erosion of democratic norms” in Liberia, particularly regarding freedom of expression and the rule of law.
In a statement signed by its president, Julius Kanubah, the PUL said recent developments under the administration of Joseph Boakai are creating growing anxiety among journalists, students, activists, and ordinary citizens about their ability to speak freely without fear of intimidation or reprisal.
The union emphasized that democracy is tested not during moments of agreement but in how dissent is treated. It warned that shrinking civic space and perceived disregard for due process risk undermining public trust in Liberia’s democratic institutions.
Key Concerns Raised
The PUL highlighted a series of incidents it believes signal a troubling shift away from democratic practice. Among them:
- The controversial removal of Speaker J. Fonati Koffa
- The continued detention of Justin Oldpa Yeazehn, also known as Prophet Key, for criminal contempt
- The reported violent suppression of peaceful protesters, including students of the University of Liberia on April 14, 2026
- The expulsion of Representative Yekeh Kolubah by members of the House of Representatives
- Alleged efforts to weaken the Freedom of Information framework
- Proposed legislative changes that could reintroduce criminal penalties for speech
According to the PUL, these developments, taken together, point to a pattern that could reverse gains made in press freedom, including the repeal of criminal libel and sedition laws.
Rule of Law and Judicial Independence
The union stressed that freedom of expression is a constitutional right under Article 15 of Liberia’s Constitution and must be protected through strict adherence to due process. It warned that actions perceived to bypass judicial oversight risk weakening institutional credibility.
The PUL also underscored the importance of respecting the authority of the judiciary, describing it as the “final arbiter of disputes” whose independence must be preserved at all times.
Concerns Over Use of Force
Particular concern was expressed over reports of force used against peaceful demonstrators. The PUL stated that citizens must be able to assemble, protest, and express grievances without fear, noting that such actions are fundamental to democratic participation—not acts of defiance.
Calls to Government
The PUL called on the Liberian government to:
- Uphold freedom of expression in both principle and practice
- Respect judicial independence
- Ensure all state actions are grounded in due process
- End intimidation or force against peaceful protesters
- Avoid any rollback of press freedom protections
“No Rescue Without Freedom”
The statement concluded with a caution that Liberia’s democratic gains won through years of struggle must not be reversed. It argued that national development depends on trust, accountability, and respect for fundamental rights.
“There can be no rescue without freedom,” the PUL declared.
The organization reaffirmed its commitment to defending press freedom and supporting efforts to safeguard Liberia’s democracy through constructive engagement.
